The Fiddler Everywhere client comes from an executable installer that needs administrative rights so that it could be installed and so it could configure your network settings.

That said, only a system/network administrator or a person with direct access to your PC could install and setup Fiddler Everywhere (same is 100% valid for the classic Fiddler).
